Trump-Vance Administration Re-Opens (A Bit) Commercial Door To Belavia Airlines In Belarus. Signal For Future Opportunities? Will Belavia Airlines Finally Receive Their 737-Max Aircraft?

Minsk, Belarus-based Belavia Airlines has a fleet size of approximately thirteen aircraft, including older Boeing 737-800 aircraft.  Belavia Airlines had four Boeing 737-Max aircraft ordered; one was delivered but remains not operational and the others remain in the United States.  The government of the Russian Federation will not permit the Boeing 737-Max to operate in its territory due to a dispute with the government of the United States.

Authorizing Transactions Involving Open Joint Stock Company Belavia Belarusian Airlines (a) Except as provided in paragraph (b) of this general license, all transactions prohibited by the Belarus Sanctions Regulations, 31 CFR part 548 (BSR), involving Open Joint Stock Company Belavia Belarusian Airlines (Belavia), or any entity in which Belavia owns, directly or indirectly, a 50 percent or greater interest, are authorized. (b) This general license does not authorize: (1) The unblocking of any property blocked pursuant to any part of 31 CFR chapter V; or (2) Any transactions otherwise prohibited by the BSR, including transactions involving the property or interests in property of any person blocked pursuant to the BSR other than the blocked persons described in paragraph (a) of this general license, unless separately authorized.  Note to General License No. 11.  Nothing in this general license relieves any person from compliance with any other Federal laws or requirements of other Federal agencies, including the International Traffic in Arms Regulations (ITAR) administered by the Department of State and the Export Administration Regulations (EAR) administered by the Department of Commerce.
