Reports of the collapse of two bridges and a train derailment in the Russian Federation would, like in any location, in normal times be attributed to accident, age, deficiency, or neglect.
The collapse on 31 May 2025 of one of the bridges onto railway tracks in the Bryansk Region of the Russian Federation resulted in the derailment of a Russian Railways passenger train. Alexander Bogomaz, Governor of the Bryansk Region, reported “unfortunately, there are seven fatalities.” He later reported that forty-seven passengers were hospitalized.
Neither Volodymyr Zelensky, President of Ukraine (2019-2024; term extended due to imposition of martial law in 2022) nor the armed forces of Ukraine have explicitly confirmed involvement, though they have conveyed no remorse.
The United States Department of State published a statement: “On June 1, Foreign Minister of Russia Sergey Lavrov held a telephone conversation with US Secretary of State Marco Rubio. The ministers discussed the situation related to the Ukraine crisis. US Secretary of State Marco Rubio conveyed sincere condolences on the civilian casualties that resulted from the June 1 rail infrastructure blasts in Russia’s Bryansk and Kursk regions. The Russian side stressed that the relevant authorities were conducting a thorough investigation and that its results would be published soon. The culprits will certainly be identified and inevitably incur well-deserved punishment. Sergey Lavrov and Marco Rubio also exchanged opinions on various initiatives related to a political settlement of the Ukraine crisis, including plans to resume the direct Russian-Ukrainian negotiations in Istanbul on June 2.”
If the armed forces of Ukraine did target the bridge with the knowledge that civilian casualties (deaths and injuries) were not only likely, but anticipated and accepted, then the government of Ukraine would have retested the Elasticity Theory which has since 24 February 2022 governed and constrained how the armed forces of Ukraine are directed by the government of Ukraine to respond to decisions implemented by the armed forces of the Russian Federation at the direction of the government of the Russian Federation.
The armed forces of the Russian Federation are impacting, deliberately, or by repeated error witch strains credibility, civilian infrastructure throughout the internationally-recognized territory of Ukraine. Meaning locations where civilians would be expected to be murdered or injured including apartment buildings, churches, hospitals, parks, schools, retail stores, and train stations along with energy infrastructure.
Towards its goal of obtaining acquiescence by the government of Ukraine, Vladimir Putin, President of the Russian Federation (2000-2008 and 2012-2030), has directed the armed forces of the Russian Federation to materially impact the civilian population within the internationally-recognized territory of Ukraine to hasten the decision by the government of Ukraine to accept all or much of what the government of the Russian Federation desires. The armed forces of the Russian Federation occupy approximately 20% of the internationally-recognized territory of Ukraine, some of which has been occupied since 2014.
To date, the government of Ukraine has avoided a direct and sustained targeting of civilian infrastructure within the internationally-recognized territory of the Russian Federation. Meaning locations where civilians would be expected to be murdered or injured including apartment buildings, churches, hospitals, parks, schools, retail stores, and train stations along with energy infrastructure.
Why? Because neither the citizens of Ukraine nor the elected political infrastructure in Ukraine, along with those governments whose taxpayers are providing commercial, economic, financial, military, and political support to the government of Ukraine will permit the armed forces of Ukraine to inflict upon citizens of the Russian Federation what the armed forces of the Russian Federation inflict upon citizens of Ukraine.
As long as there exists the current mismatch between what President Putin is willing to do to win and what President Zelensky is willing, is permitted to do to win, President Putin retains the advantage.
The Russian Federation-Ukraine war ends with whomever accepts more of what they do not want.
The same day of the collapse of the bridge in Bryansk Region, a railway bridge above a road in the Kursk Region collapsed while a freight train was on it. Alexander Khinshtein, Acting Governor of the Kursh Region, reported there was one injury- to a locomotive engineer.
The Investigative Committee of the Russian Federation reported both bridges were “blown up.”
Russian Railways reported, then rescinded a note that the collapse in the Bryansk Region was due to “illegal interference.”
Mikhail Razvozhayev, Governor of the Sevastropol Region referred to the bridge collapse in the Bryansk Region as an “inhuman act of terror against civilians.” He did not specifically attribute the collapse of the bridge to the armed forces of Ukraine.
Vyacheslav Gladkov, Governor of the Belgorod Region, shared “the enemy is capable of vile terror against peaceful people.” He did not specifically attribute the collapse of the bridge to the armed forces of Ukraine.
On 1 June 2025, the armed forces of Ukraine reported, without taking responsibility for, an explosion that derailed a train transporting military equipment and fuel trucks near the Settlement of Yakymivka in the Russian Federation-occupied Zaporizhzhia Region.
Friedrich Merz, Chancellor of Germany, shared “[t]here are absolutely no range limits anymore for weapons delivered to Ukraine, not from Britain, the French or from us- also not from the Americans. That means Ukraine can defend itself by attacking military positions also in Russia. Until recently, with only a few exceptions, it [Ukraine] had not done so. Now it can.”
However, a Trump-Vance Administration (2025-2029) official was reported to have shared “All the previously imposed restrictions- whether already eased or not- are currently under the review as President [Trump] believes that the current status-quo does not serve our common interests of bringing Russia to the [negotiation] table.”
