The government of the State of Israel wants all of what it perceives as value from the territory of Gaza and occupied West Bank while depositing with Gazans, Palestinians, and Muslims everything that is undesirable. Thus far, the government of the State of Israel is getting what it wants.
The reason, in part, is a lack of actional fortitude by Muslim heads of state, Muslim heads of government, Muslim-led legislatures, and the global Muslim community.
They have individually and collectively spoken passionately. They have sponsored and attended conferences. Lacking however are unilateral sanctions, unilateral travel restrictions, unilateral divestments, unilateral diplomatic suspensions, unilateral trade suspensions, unilateral travel prohibitions, and unified legal challenges. They have done nothing to inflict pain upon neither the government of the State of Israel nor citizens of the State of Israel.
The resulting message is clear. Palestinians are of value, but not of too much value. Not enough to risk rupture with the government of the United States. Particularly, this government of the United States.
Only one Muslim head of state, Recep Tayyip Erdogan, President of the Republic of Turkiye (2014- ), has led the global verbal assault on decisions by the government of the State of Israel and implemented unilateral decisions which have negatively impacted commercial, diplomatic, economic, financial, and travel relations with the government of the State of Israel, with Israel-based companies, and stressed the bilateral relationship with the Trump-Vance Administration (2025-2029) as it did its predecessor Biden-Harris Administration (2021-2025).
One result is the government of State of Israel has, thus far, prohibited the Turkish Armed Forces (TAF) from participating in the International Stabilization Force (ISF) which is a component of the Trump-Vance Administration multi-phase agreement for the territory of Gaza. The government of the State of Israel has also indicated that Turkiye-based companies will be excluded from reconstruction contracts in the territory of Gaza.
However, the government of Turkiye may be doubling-down politically and embarking upon an even more consequential and robust messaging strategy combining the gravitas of a seventy-one-year-old father with a forty-four-year-old son. Examples:

Question: You are among the people who demand that Israel bear the cost for the reconstruction [of Gaza]? “Absolutely. In every war, there is a thing called reparations. In other words, the party responsible for the war and for the genocide, must be forced to pay reparations to the people it tormented. For there to be peace in Gaza and Palestine, we ensure that Israel undertakes the reconstruction of Gaza, whether [the cost] is US$100 billion or more… Let America pay for it, let Europe pay for it, I don’t care how it gets paid. They can take a loan to pay for it. But if Israel is not made to pay for this genocide, we will never know where and when it will carry out the next genocide.” Bilal Erdogan (2026)
Muslim heads of state and heads of government would do well to embrace statements by leadership of the forty-six-country member Council of Europe. The government of Turkiye is among the founding members. There are five members from Muslim-majority countries.
Alain Berset (2024- ) is Secretary General of the Council of Europe. He “has the overall responsibility for the strategic management of the Organisation.”
When speaking about the Russian Federation-Ukraine War during an interview with Politico Europe (30 December 2025), Mr. Berset said “Accountability is the first test of any peace in Ukraine.” One component of holding responsible the government of the Russian Federation for what the armed forces of the Russian Federation have inflicted since 24 February 2022 within the internationally-recognized territory of Ukraine is the Council of Europe’s creation of an International Claims Commission to “build on the Register of Damage for Ukraine in examining and adjudicating claims for damage, loss and injury.” The second test will be legality. “Any peace and post-war recovery must be firmly grounded in international law, including the European Convention on Human Rights.” Mr. Berset said that “Political trade-offs may be unavoidable in any peace agreement, but we should be mindful that sacrificing core principles like accountability carries long-term costs for stability.”

European Court of Human Rights: “This is the permanent judicial body which guarantees for all Europeans the rights safeguarded by the European Convention on Human Rights. It is open to states and individuals regardless of nationality. The 46 member states of the Council of Europe are parties to the Convention.”
In February 2026, President Trump is expected to host a Gaza Reconstruction Conference in Washington DC.
No Muslim-led country should participate unless the government of the State of Israel has placed in escrow in a Muslim-led country financial institution, at least US$30 billion to be used for the reconstruction of the territory of Gaza.
Leadership in Muslim-led countries should also require the government of the State of Israel to require State of Israel courts to accept and adjudicate civil lawsuits and criminal complaints filed by or on behalf of inhabitants of the territory of Gaza for damages suffered. An escrow account funded by the government of the State of Isreal for awarded damages should also be a condition for participation of Muslim-led countries in any reconstruction of the territory of Gaza.
The government of Egypt opposes reconstruction commencing first for real estate in the territory of Gaza controlled by the Israel Defense Forces (IDF), which is approximately 50%. Unsurprising would be for the government of the State of Israel to commence reconstruction for the real estate it controls- with Israel-based companies and Israel-based workers… and move-in citizens of the State of Israel who are not Muslim.
In 2025, the United Nations Security Council (UNSC) created the Board of Peace solely to focus on the territory of Gaza before the end of its mandate on 31 December 2027.
Donald Trump, President of the United States (2017-2021 and 2025-2029), has without authorization from the United Nations Security Council, co-opted and expanded its mandate to include whatever he believes it should be and expanded its lifespan to perpetuity. He has added a not-so-peaceful extortion membership payment of US$1 billion- which could well go into the pockets, directly or indirectly, of President Trump, his family interests, the interests of his friends, and his financial and political supporters.
Its organizational structure reflects an embrace of graft and grift rather than benefit and benevolence.
The “tell” of his intentions is his role with the Board of Peace- not in his role as President of the United States, but in his personal capacity- and in perpetuity- meaning continuing after his second and final term in office which expires 12:00 pm on 20 January 2029. He wants to control the money.
The Board of Peace will be controlled by supporters of the State of Israel, including uber-wealthy Jewish individuals. They will make certain that the State of Israel benefits, the government of the State of Israel benefits, the citizens of the State of Israel benefits, the taxpayers of the State of Israel will benefit, and particularly Israel-based companies will benefit. And members of the Board of Peace will likely benefit directly or indirectly- themselves, their families, their friends, their businesses.
There is logic in any language and within the confines of any religious doctrine to require taxpayers in the State of Israel to provide what is estimated to be US$50 billion for the reconstruction of the territory of Gaza. And if they want to fund State of Israel-based companies to do the work required, then require them to be one hundred percent responsible for outcomes within the territory of Gaza.
Easy to appreciate the dilemma confronting countries whose populations are majority Muslim and followers of Islam and governments who are Muslim-led and followers of Islam.
The Trump-Vance Administration, directly and indirectly, will use available coercive commercial, economic, financial, military, political, and social tools to obtain financial support from Muslim-led governments for the reconstruction of the territory of Gaza.
Those coercive tools include increasing tariffs on exports into the United States, implementing and/or increasing sanctions impacting multilateral relationships, visa restrictions for travel, reconsideration of military equipment purchases, impact access to technology, exclusion from bilateral engagements and gatherings at The White House, United States Department of Commerce, United States Department of State, and United States Department of the Treasury.
Heads of state and heads of government in Muslim-led countries have a choice: Be true to their faith and true to their words or extinguish credibility by paying the government of the State of Israel for the destruction of more than ninety percent of the territory of Gaza and absolving the government of the State of Israel for the deaths of more than 70,000 inhabitants of the territory of Gaza. The question is about legacy.
For a child living in Gaza, they awaken each morning with a question- today, should they fear more Hamas or the IDF? For many of these children, Hamas is not the terrorist. The government of the State of Israel is the terrorist.

Witkoff and Kushner, who shared the inhabitants of Gaza had been ruled by a terrorist government for many years. For some inhabitants of Gaza, he is correct. However, the terrorist government is the government of the State of Israel. Mr. Kushner said 100% of food needs are met. There is no hunger. There is no famine. No one is unhappy. There is amazing potential for real estate in Gaza and within three years there will be employment for the approximately 2.3 million inhabitants of Gaza. “We have started removing rubble and rebuilding,” shared Mr. Kushner. Yes, in the more than 50% of the territory of Gaza controlled by the IDF. The strategy is “peace by intimidation” using coercion. While asking everyone to “calm down for thirty days,” During his presentation at the WEF, Mr. Kushner referred to the country of Turkiye as Turkey. Details do not seem to matter.
Useful to watch how creative will be Messrs. Witkoff and Kushner if they seek from taxpayers in the State of Israel what thus far they have sought with orgasmic-like fervor from taxpayers in Muslim-led countries and quite probably from taxpayers in the United States.

To date, the most ferocious response by the EU has been to threaten expulsion of the Eurovision entry from the State of Israel and expulsion from the Fédération Internationale de Football Association (FIFA) World Cup competition in 2026. President Erdogan requested the Brussels, Belgium-based North Atlantic Treaty Organization (NATO) suspend cooperation with the government of the State of Israel. Currently, the State of Israel remains in Eurovision, remains in the World Cup, and retains cooperation with NATO.

Interpersonal logic will adhere to if someone damages something then the person inflicting the damage should provide restitution- replace or pay. Not so in politics. The goal of politicians is to move onward as quickly as possible.
Comparisons To Ukraine And The US$320 Billion
On 24 February 2022, approximately US$320 billion in assets of the Central Bank of the Russian Federation were frozen, with most of the funds in EU-member countries. The funds were intended to be for the reconstruction of Ukraine. As of January 2026, the reconstruction of Ukraine is projected to be US$800 billion.
Volodymyr Zelensky, President of Ukraine (2019-2024; term extended due to imposition of martial law in 2022), wants the government of Ukraine to be supported by the Trump-Vance Administration as the Trump-Vance Administration supports the government of the State of Israel. Except regarding responsibility for an aggressor to compensate a victim.
The Trump-Vance Administration embraces thus far no responsibility by the government of the State of Israel for destruction throughout the territory of Gaza and West Bank levied by the IDF at the direction of the government of the State of Israel.
Benjamin Netanyahu, Prime Minister of the State of Israel (2022- , 2009-2021, 1996-1999), does not want the Russian Federation-Ukraine War compared with the destruction throughout the territory of Gaza and West Bank levied by the IDF. That would suggest his taxpayers need to appropriate what could be US$50 billion to reconstruct the territory of Gaza and West Bank.
Vladimir Putin, President of the Russian Federation (2000-2008 and 2012-2030), does want the government of Ukraine to have support from the Trump-Vance Administration which mirrors its support for the government of the State of Israel. Why?
