If the 300,000 metric tons of diesel fuel to be “immediately” exported by the government of the Russian Federation to the continental United States and global marketplace were to be consumed all in the United States economy, it would last approximately the time required for an adult liver to metabolize and clear thirteen (13) one-and-a-half ounce shots of 80-proof Kentucky Bourbon.  Approximately thirteen hours.  That’s approximately one hundred calories per forty-four (44) milliliter shot. 

On 9 October 2026, Donald Trump, President of the United States (2017-2021 and 2025-2029), asked Vladimir Putin, President of the Russian Federation (2000-2008 and 2012-2030), for a favor.  Or, President Putin offered President Trump a favor.  Thus far, the direction remains undisclosed.  Volodymyr Zelensky, President of Ukraine (2019-2024; term extended due to imposition of martial law in 2022), does not approve of the outcome regardless of the direction. 

The most significant message from the Trump-Putin transaction is the reinforcement by President Trump that ownership of and resolution of the Russian Federation-Ukraine War belonged to Barack Obama, President of the United States (2009-2017), and Joseph Biden, President of the United States (2021-2025). 

President Trump did not confirm he conferred in advance with President Zelensky, members of the Group of Seven, members of the Group of Twenty, members of twenty-seven country European Union (EU), or members of thirty-two country North Atlantic Treaty Organization (NATO).  That is an important message to heads of state, heads of government, and organizational leadership, particularly those self-defined “whisperers.”  President Trump is not acting for them or with them, he is acting for him.  

While having a role in ending the military component of Russian Federation-Ukraine War is welcomed, President Trump does not view that role as essential to his presidency or to his legacy.  

He does not believe the armed forces of the Russian Federation have the capability to invade another country, despite accepting the belief that President Putin desires to invade another country.  

Thus, the Russian Federation-Ukraine War is a problem for countries on the European Continent to resolve while the Trump-Vance Administration (2025-2029) seeks opportunities to resurrect a commercial, economic, financial, and political bilateral relationship with the government of the Russian Federation, but with constraints until the military component of the Russian Federation-Ukraine War concludes. 

At 2:45 pm, Donald Trump, President of the United States (2017-2021 and 2025-2029), reported an agreement with the government of the Russian Federation.  Soon after, he shared “Oil prices are already dropping like a rock, so we're very happy to get it.”  

  • On 9 October 2026, West Texas Intermediate (WTI) Crude Oil was US$90.84 at 9:00 am, US$91.55 at 2.45 pm, US$91.55 at 2:46 pm, and closed at US$91.85. 

  • On 9 October 2026, Brent Crude Oil was US$103.30 at 9:00 am, US$104.43 at 2:45 pm, US$104.42 at 2:46 pm, and closed at US$104.72.  

  • On 9 October 2026, Diesel Fuel price per gallon ranged from approximately US$5.81 to approximately US$8.08 with the national average approximately US$6.32.  Diesel Futures (typically up to four months) decreased approximately 4.5% to US$4.67 before closing at US$4.76 to US$4.88. 

The transit time is approximately ten (10) days to approximately fourteen (14) days for a commercial vessel departing from a Russian Federation port (for example Baltic Sea or Murmansk) to the United States East Coast and approximately fifteen (15) days to twenty-five (25) days to the United States Gulf Coast and United States West Coast. 

  • Elections in the United States on 3 November 2026 will determine the composition of the United States Congress (435 members in the House of Representatives and 100 members in the Senate).  There are also elections for thirty-six of the fifty state governors, and other state and local elections.  The composition of the United States Congress remains unchanged until 3 January 2027 when those elected and re-elected take their oath of office to serve in the 120th United States Congress until 3 January 2029.  President Trump’s term ceases at 12:00 pm on 20 January 2029.

  • NOTE: The Russian Federation is expected to deliver 4,800,00 metric tons of diesel fuel.  The value of one metric ton of diesel fuel is approximately US$1,411.00 meaning 300,000 metric tons of diesel oil is valued at approximately US$423 million; 500,000 metric tons of diesel oil is valued at approximately US$705 million; 1,000,000 metric tons of diesel oil is valued at approximately US$1.4 billion; and 3,000,000 metric tons of diesel oil is valued at approximately US$4.2 billion.  The total value of the diesel fuel is approximately US$6.728 billion.

After a threat from President Trump to disrupt exports of crude oil and diesel oil exports, on 2 October 2026, the Group of Seven (G7) nations agreed to release during four months a total of one hundred million barrels of crude oil and diesel oil. 

  • G7- Canada, France, Germany, Italy, Japan, United Kingdom, and United States.  The Russian Federation (2025 GDP ranked 8th) was excluded in 2014 due to its military actions (annexation) of the Crimean Peninsula in Ukraine.  NOTE: 2026 GDP projections for the largest economies are United States, China, Germany, Japan, United Kingdom, India, and France.  Italy would rank 8th, Russian Federation would rank 9th, and Brazil would rank 10th.

However, the 100 million barrels of crude oil and diesel oil was to be subtracted from the 11 March 2026 release of approximately 400 million barrels of crude oil and diesel oil coordinated by the Paris, France-based International Energy Agency (IEA) where governments have approximately 1.1 billion barrels of “public emergency stocks” including approximately 200 million barrels of diesel fuel.  On 11 March 2026, the Trump-Vance Administration (2025-2029) announced the release of 172 million barrels of oil from the United States Strategic Petroleum Reserve (SPR). 

IEA members committed to releasing 412 million barrels of crude oil and diesel oil in March 2026 of which approximately 321 million barrels of crude oil and diesel oil have been released leaving approximately 91 million barrels of crude oil and diesel oil remaining including 40 million barrels from the SPR. 

The G7 did not disclose the release splits (previously reported at 50%-50%) between crude oil and diesel oil and oil-related products and did not disclose which countries are contributing.  The IEA governing board meets on 14 October 2026 and 15 October 2026. 

“European countries committed 108 million barrels in March 2026 (34 million crude, 73 million products).  New York, New York-based JP Morgan Chase estimates only about 16 million barrels of diesel, 17 million of gasoline, 10 million of fuel oil and 12 million of other products were released.  A small quantity- or no European Continent crude oil was released.  European Continent has approximately 377 million barrels of emergency diesel (Germany with 64 million barrels and France with 61 million barrels), more than three times the 106 million barrels of emergency diesel held by the United States government.  Since 28 February 2026, governments on the European Continent and United States government have released approximately 16 million barrels of diesel.”
