Messrs. Witkoff and Kushner are expected to visit the Russian Federation either prior to arriving in Ukraine or after departing from Ukraine.
Washington DC and Moscow are in contact to ensure no meaningful military operations along the railway from the border of Poland with Ukraine to Kyiv and within the city of Kyiv during the visit of Messrs. Witkoff and Kushner.
Neither Messrs. Witkoff nor Kushner want to make the journey. It has become an item on a political bucket list which Volodymyr Zelensky, President of Ukraine (2019-2024; term extended due to imposition of martial law in 2022), remains relentless in engineering.
President Zelensky, always the director, producer, and scriptwriter, believes the visit by Messrs. Witkoff and Kushner provides a unique opportunity for them to participate in a less than twenty-four-hour live event designed to reinforce fear and reinforce symbolism.
Vladimir Putin, President of the Russian Federation (2000-2008 and 2012- ), has an essential and starring role in President Zelensky’s production. If President Putin sits-out the event, a key optic could be jeopardized. Messrs. Witkoff and Kushner feel far more comfortable with a focus upon commercial opportunities within the Russian Federation and in the Middle East than they do with a focus upon commercial opportunities within Ukraine.
They gravitate to authoritarian, privileged, and opaque decision-making processes. Meaning they see more benefit for themselves and their families in the Russian Federation than in Ukraine. Although, the private sector and public sector in Ukraine have shown too an affinity for the opaque. For the government of Ukraine, useful to remember that the relevance of Messrs. Witkoff and Kushner expires at 12:00 pm on 20 January 2029.
President Zelensky appropriately would have Messrs. Witkoff and Kushner to visit the city of Bucha, approximately forty-five minutes from Kyiv. This was where on 24 February 2022 the armed forces of the Russian Federation entered Ukraine from the territory of Belarus. Most observers believe the armed forces of the Russian Federation committed war crimes against men, women, and children in Bucha. A visit to Bucha permits President Zelensky to connect some of the most horrific acts by the armed forces of the Russian Federation directly to Alexander Lukashenko, President of Republic of Belarus (1994-2030), with a goal of slowing the pace of re-engagement with him by the Trump-Vance Administration.
The Air Raid Siren
President Zelensky needs Messrs. Witkoff and Kushner to experience air raid sirens. The sound is an essential component within the optical scripting for the visit.
President Zelensky wants the media to have images and video of Messrs. Witkoff and Kushner hustling into an underground metro station, into an underground parking garage, while the sounds of war envelope everyone and are duly livestreamed throughout the world with a desired specific audience of one- President Trump.
According to senior-level officials within the armed forces of Ukraine, President Zelensky and his production team are enthusiastic about using air raid sirens and they have done so previously with visits by heads of state, heads of government, and delegations regardless of its necessity.
While awaiting the “all clear” signal, President Zelensky, and officers of the armed forces of Ukraine will explain to Messrs. Witkoff and Kushner why interceptors (Patriot missiles) are desperately needed.
President Zelensky recently connected a lack of interceptors for the armed forces of Ukraine with coercive efforts by leadership in governments supporting the government of Ukraine. “So that Ukraine is more compliant. In my opinion, not without this, and we understand that this is a serious challenge.” That argument will land with a thud to the ears of Messrs. Witkoff and Kushner who embrace the “someone make a deal” school theory to end the military component of the Russian Federation-Ukraine War.
On 20 February 2023, Joseph Biden, President of the United States (2021- ), visited Kyiv. He was the fifteenth head of state to visit Ukraine since 24 February 2022. There were air raid sirens while President Biden was walking outside with President Zelensky. Neither head of state hustled, ran,sprinted, or walked quickly to a secure area.
If there was a legitimate reason(s) for the use of air raid sirens during the visit by President Biden to Kyiv, then why was not the delegation immediately sequestered in the nearest bunker- underground metro station, parking garage, etc.? No images of President Biden wearing a flak jacket, helmet? Why would not the United States Secret Service (USSS) responsible for protecting the President of the United States hustle him to a secure location? President Biden was wearing a suit into an active war zone to project normalcy.
Jacob Sullivan, Assistant to the President for National Security Affairs (2021-2025) at The White House, confirmed the government of the Russian Federation was informed of the pending visit by President Biden to Ukraine: “We did notify the Russians that President Biden will be traveling to Kyiv. We did so some hours before his departure for deconfliction purposes, and because of the sensitive nature of those communications I won’t get into how they responded or what the precise nature of our message was, but I can confirm that we provided that notice.”
According to an official of the government of Ukraine, the reason for the air raid siren was a MiG aircraft departing from a military installation in Belarus. Unknown whether the MiG aircraft was operated and controlled by the armed forces of Belarus or the armed forces of the Russian Federation; and from which military installation in Belarus the aircraft departed and in what direction the MiG aircraft was heading. According to The New York Times, a missile from a MiG aircraft can arrive in Kyiv in approximately twenty minutes. The duration can be ten minutes depending upon the type of missile.
