The first infrastructure expenditure by the Washington DC-based Board of Peace is not for the benefit of the approximately two million inhabitants of the internationally-recognized occupied territory of Gaza.
Not an apartment complex, not a desalinization facility, not a hospital, not a pharmacy, not a power generation facility, and not a school.
It is a barracks for one hundred and fifty military personal from the Kingdom of Morocco to be constructed within the internationally-recognized territory of Gaza occupied by the Israel Defense Forces (IDF). From where will the inputs be sourced? Likely from State of Israel-based companies.
The IDF now controls and impedes nearly 80% of Gaza. Meaning approximately two million inhabitants of Gaza have been compressed into approximately 20% of the real estate they occupied prior to 7 October 2023.
The Financial Times reported the Washington DC-based World Bank Group (2025 assets approximately US$400 billion) had received no funding for the Board of Peace. Non-public funding for the Board of Peace is reportedly in an account with New York, New York-based JPMorgan Chase & Co. (2025 assets approximately US$4.4 trillion).
The ten-member Executive Board of the Board of Peace includes Steven Witkoff, Assistant to the President, Senior Advisor, and Special Envoy (2025- ) of the Trump-Vance Administration (2025-2029), and Jared Kushner, a son-in-law of President Trump.
Five members of the Executive Board are Jewish. One is Sikh. None are Muslim. Approximately 93% to 98% of individuals self-identifying as Palestinian (Gaza and occupied West Bank) identify as Muslim belonging to the Sunni branch of Islam.
The Board of Peace awarded the contract to construct the barracks to Baton Rouge, Louisiana-based Arkel International (2025 revenue estimated approximately US$60 million), a company that has previously carried out projects for the United States government in countries including Iraq.
Unsurprisingly, the first contract to build something in Gaza was awarded to a United States-based company. If symbolism was important, and it clearly is not, why not award the contract to a company located in the region owned and operated by Muslims?

3 August 2026: “At a time when diplomatic efforts to secure a ceasefire and achieve lasting peace in Gaza have offered renewed hope, Israel’s latest attacks targeting civilians and healthcare infrastructure are deliberately undermining every initiative toward peace. These attacks, which show complete disregard for the right to life of women, children, and innocent civilians, clearly demonstrate that the Netanyahu government is intent not on ending the conflict, but on deepening the crisis. The international community must adopt a more effective and principled stance to put an end to these aggressive policies that threaten regional stability. Under the leadership of our President Recep Tayyip Erdoğan, Türkiye will continue to stand by international law, human dignity, and the legitimate rights of the Palestinian people, while supporting all efforts to achieve a just and lasting peace.”
The statement may provide Recep Tayyip Erdogan, President of the Republic of Turkiye (2014-2028), an opportunity to be at the ready to direct resources in support the approximately two million inhabitants of Gaza.
A review is timely given the annual United Nations General Assembly (UNGA) in New York City, New York, in September 2026 where President Erdogan will again use the opportunity to support the approximately two million inhabitants of Gaza.
The most cost-effective and potentially consequential in terms of results is for the government of the Republic of Turkiye to unleash its Justice and Development (AK) Party apparatus to coordinate an effort by Turkiye-based attorneys to provide pro bono representation to inhabitants of Gaza as they file what would be thousands of lawsuits in courts within the State of Israel.
By implementing a few ideas, President Erdogan could set a political table at which other heads of state and heads of government would likely want to join him.
The following are analyses within which are specific ideas to provide assistance for the approximately two million inhabitants of Gaza and accountability for the government of the State of Israel.
There are legitimate political reasons for Muslim-led countries and nations not to be proactive now relating to providing support to the approximately two million inhabitants of Gaza. Given the increasing complexity of global politics, there will likely never be a pristine moment. Leadership requires boldness.
With elections scheduled in the State of Israel for Tuesday, 27 October 2026, heads of state and heads of government, along with leadership of the twenty-seven-member Brussels, Belgium-based European Union (EU) and leadership of the thirty-two-member Brussels, Belgium-based North Atlantic Treaty Organization (NATO) are reticent to make statements and implement decisions that may stimulate support for the re-election of seventy-six-year-old Benjamin Netanyahu, Prime Minister of the State of Israel (2022- , 2009-2021, 1996-1999), for potentially another four years.
In addition, heads of state and heads of government and leadership of the EU and NATO are reluctant to voluntarily become the recipient of an unwelcomed admonition from Donald Trump, President of the United States (2017-2021 and 2025-2029), during the remaining days of his second and final term which ends at 12:00 pm on Saturday, 20 January 2029.
Lastly, all Muslim heads of state and Muslim heads of government are cognizant of the impact of Dr. Abdulrahman Mohamed El-Sayed who is the nominee of the Democratic Party in the State of Michigan for a one of the one hundred seats in the United States Senate. The election is Tuesday, 3 November 2026. Forty-one-year-old Dr. El-Sayed, an epidemiologist, who is married with two children, was born in Rochester Hills, Michigan, to parents of Egyptian descent. There are constituencies throughout the United States political spectrum and organizations aligned with interests supported by the government of the State of Israel who have already commenced campaigns whose principal message is a follower of Islam must never be permitted to be a member of the United States Senate; that the Koran is incompatible with the Bible and Islam is incompatible with Christianity. Muslim heads of state and Muslim heads of government will need to tread deftly so as not to have their countries become collateral damage- and negatively impact their standing with members of the United States Congress and The White House.
Since 20 January 2025, when President Trump returned to the Oval Office at The White House in Washington DC, no head of state or head of government has placed their decisions relating to the care of the approximately two million inhabitants of Gaza ahead of their commercial, economic, financial, military, and political bilateral relations with the government of the United States.
