Donald Trump, President of the United States (2017-2021 and 2025-2029), refused to participate in the November 2025 G20 Leaders’ Summit in Johannesburg, South Africa.
In December 2025, the Trump-Vance Administration (2025-2029) accepted from the government of South Africa the one-year presidency of the Group of Twenty (G20). South Africa was excluded promptly from 2026 gatherings.
The 2026 G20 Leaders’ Summit in December will be hosted by President Trump at his 643-room (and two presidential suites) Trump National Doral Miami Golf Resort in the State Florida.
The G20 (2025 and 2026 constructs) has nineteen country members and two representatives of the twenty-seven member Brussels, Belgium-based European Union (EU)- European Commission (president) and European Council (president).

The Group of Seven (G7) consists of countries based upon their GDP and the type of political system- defined as democracies.
The G7 has seven country members and two representatives of the EU- European Commission (president) and European Council (president).
2026 G7: (2014-Present) United States, Germany, Japan, United Kingdom, France, Italy, Canada, and European Commission (president) and European Council (president). The Russian Federation (2025 GDP ranks 8th) was excluded in 2014 due to its military actions (annexation) of the Crimean Peninsula in Ukraine. NOTE: Spain is a “permanent guest” at G7 Leaders’ Summits despite ranking 12th in 2025 GDP.
Emmanuel Macron, President of France (2017-2027), is reportedly considering inviting Xi Jinping, President of the People’s Republic of China (2013- ), to the 2026 G7 Leaders’ Summit, which he will host in June 2026 for the final time during his final term in office. If extended and accepted, President Macron would be the head of state who demonstrably recognized the increasing irrelevancy of the G7. However, not to let an opportunity for presidential one-upmanship slip by, anticipate President Trump to then support not only the invitation for President Xi Jinping, but also an invitation for Narendra Modi, Prime Minister of the Republic of India (2014- ), and advocating both countries become permanent members of the G7 (or G9) or within a reformed G7 (using GDP) by removing two current countries- Italy and Canada. President Trump prefers to use the number ten- as in one to ten with ten the highest and representing the best, so he could adhere to G10.
The current G7 or a likely G9 would remain devoid of a country located on the continent of Africa, in the Global South (South America), and a Muslim-led country (Turkiye (approximately 87 million) ranking 16th in terms of 2025 GDP and Indonesia (approximately 285 million) ranking 17th in terms of 2025 GDP).
If President Trump wants to cement a G20 legacy and a G7 legacy, there are decisions he can unilaterally impose in 2026 with the respect to the G20 and pressure others, specifically the government of France, to impose in 2026 with the G7.
For President Trump, the most obvious change to the G20 is to exclude representatives of the European Commission and European Council. The interests of the twenty-seven members of the EU are represented by the four (including permanent guest Spain) current members of the G7, which means 57% of the group, and the six current members of the G20- which means 30% of the group.

European Council. “[I] is the EU institution that defines the general political direction and priorities of the European Union. The members of the European Council are the heads of state or government of the 27 EU member states, the European Council President and the President of the European Commission.”
The G20 and G7 are to represent countries. Thus, representatives of the dual administrative leadership of the EU should be disqualified as they are duplicitous given EU members are represented individually within both the G7 and G20.
President Trump has already re-calibrated the G20 country ranking by replacing South Africa (40th in terms of 2025 GDP) with Poland (20th in terms of 2025 GDP).
He has indicated an intention to reduce the overall guest list for the 2026 G20 Leaders’ Summit meaning fewer outside 2025 GDP ranking country guests and fewer representatives of non-governmental organizations (NGOs). Expect invitations from President Trump to heads of state and heads of government who maximize repeated demonstrations of appreciation in his direction.
For the G7, President Trump needs first to determine how he views the membership. Presently, the G7 is a combination of ranking by GDP and structure of government, defined as countries with democratic governments.
The G7 also has, as with the G20, two representatives of the EU- the president of the European Commission and the president of the European Council. The government of Spain participates in the G7 although it ranks 12th in terms of 2025 GDP.
Members of the G7 and G20 and countries outside of each increasingly believe the structure of the G7 is anachronistic in terms of global representation as the second quarter of the twenty-first century commences.
The G7 improperly, inconsistently, and often incoherently reflects commercial, economic, financial, military, political, and societal realities of the 193-members of the New York, New York-based United Nations (UN).
The United States, China, United Kingdom, and France are four (Russia the fifth) of the five veto-endowed permanent members of the United Nations Security Council (UNSC).
Ranked in order of 2025 GDP, the G7 country representation would include 1. United States (US$30.62 trillion); 2. China (US$19.4 trillion); 3. Germany (US$5.01 trillion); 4. Gone would be Italy and Canada.
China has the world’s second-largest population (1.41 billion) and the world’s second-largest economy. The country ranks fourth largest in square miles amongst countries.
India has the world’s largest population (1.46 billion), fifth-largest economy, and is often referenced by politicians as the “world’s largest democracy.”
There remains robust debate with the Trump-Vance Administration that unfair to member countries outside of the EU to have a representative of the European Commission and European Council at both the G7 table and G20 table.
Germany, France, Italy, Poland (new to the G20 in 2026), and Spain (questionable for remaining within the G7 framework) are members of the EU, so what is the fairness to the other countries to have the European Union represented multiple times? Why should the EU receive additional votes?
If President Trump believes country power is a function of GDP, military spending, and population, then the G7/G8/G9/G10 would be based upon a combination of the following criteria:

If President Trump wants to place his administration imprimatur upon the current composition and legitimacy of the G7 and G20, each of which purport to be the guide for the global landscape- commercially, economically, financially, militarily, politically, and socially, then he should revise the composition of both, increase the size of the G7, and have both the G7 and G20 be reflective of annual changes to country GDP.
The G7 and G20 should be living organisms reflecting changes in country GDP, country population, and country military spending. At present, similar to membership of the United Nations Security Council, the G7 and G20 are political fossils.
The G7 was created on 15 November 1975- the third quarter of the twentieth century.
The G20 was created on 26 September 1999, the final year before then end of the twentieth century.
As currently comprised, the G7 and the G20 are anachronistic in composition into the second quarter of the twenty-first century.
